Walter McKay, a former BC (Canada) cop and former LEAP Board member who has been living in Mexico City for the past two years working as follows (in his own words):

“At present, I am the Project Director for the Instituto para la Seguridad y la Democracia (INSYDE), a non-profit, non-governmental agency that seeks to enhance public security in Mexico through police reform.”
